Characteristics of the Position
General Overview
Reporting to the Director of Application Development / Designee, the Junior .NET Developer will apply expertise to develop and implement user interfaces, applications, and APIs. This position will be a key member of the Application Development team requiring the ability to work with internal teams to develop mission critical and public facing applications and/or APIs with real world impact.
Key Responsibilities and Duties
Collaborate with content authors, application development and operations to help achieve state-of-the-art applications that meet current and future business objectives.
Effectively communicate abstract ideas through presentations, wireframes, mockups, task flows and other deliverables.
Develop and implement web applications in .NET, using MVC & Blazor frameworks.
Design and develop with an eye towards modularity and reusability utilizing and applying established design patterns.
Adhere to established coding standards.
Ensure cross-browser supported and standards-compliant HTML and CSS. Provide maintenance and support.
Advocate front-end best practices in design and application.
Knowledge, Skills and Abilities
Possess CSS3 coding skills with knowledge of common design patterns and common CSS frameworks – bootstrap, foundation.
Possess skill and ability in using GitHub.
Possess understanding of JavaScript / Ajax / jQuery.
Possess strong knowledge of responsive web design – media queries and relative sizing units.
Possess excellent follow-up skills, paired with the ability to multi-task and determine root causes.
Possess excellent written and verbal communication skills, with the ability to read, analyze and interpret technical procedures.
Ability to manage multiple projects based on departmental priorities.
Extensive skill and ability analyzing and documenting different system, process and workflows.
Ability to support and work in a project development and support environment with ability to diagnose and solve problems.
Possess an analytical mind and ability to delve into details while maintaining sight of broader business issues.
Proven skills to work effectively across internal functional areas in ambiguous situations.
Intermediate to advanced proficiency utilizing Microsoft Office applications including Excel, Visio, PowerPoint, Word, and Outlook.
Minimum Qualifications
Possession of a High School Diploma or General Education Development (GED) test certificate.
Possession of an Associate’s or higher degree from an accredited college or university AND/OR certificate from a coding bootcamp.
One (1) or more years of educational or professional experience with developing in HTML, CSS Frameworks.
Ability to work any shift assigned, including days, afternoons, or midnights; must be capable of working holidays and weekends, as required.
Must successfully pass background investigation(s) with results showing no past criminal record of conviction for a felony or misdemeanor.
Preferred Qualifications
Possession of a bachelor's or higher degree from an accredited college or university in Computer Programming, Information Technology, or a closely related field.
One (1) or more years of professional work experience in responsive web design for mobile devices.
One (1) or more years of professional work experience using .NET Core.
One (1) or more years of professional work experience using Blazor or similar framework.

Benefits
Health Insurance Program – Health insurance coverage includes medical, dental and vision care and is available for an employee and his/her eligible dependents.
Holidays – Thirteen (13) Holidays are granted in each Fiscal Year
Sick Leave – Granted sick leave is earned and accrued at the rate of one (1) day for each month of service and may be accumulated up to one hundred and seventy-five (175) working days.
Vacation Leave – Granted Vacation leave is earned and accrued, with employees having the opportunity to accrue fifteen (15) days within the Fiscal Year; Vacation leave accruals increase based on an employee’s anniversary date of employment.
Life Insurance – Basic term life insurance, equal to one (1) time the employee’s annual salary, is offered to every employee at no cost and the employee may elect to purchase supplemental coverage.
Pension Plan – Employees contribute into the Cook County Pension Fund and earn a prescribed percentage for each year of service; employees may be eligible for an annual annuity after ten (10) years of service and upon reaching a certain age based on when the employee started employment.
Deferred Compensation Program – Employees may elect to enroll in a deferred compensation plan, a tax deferred plan which may be used as a supplemental retirement option.
