Relational database administration and development in Oracle and Microsoft SQL Server systems. Description:
Position Overview: The BIP/BMP Database Administrator/Software Developer (DBA/SD) will be responsible for managing the existing database as well as providing updates to the system and setting up new database systems. In addition, the DBA/SD will create or organize systems to store different types of data and ensure databases run efficiently and securely. Also, the DBA/SD will query databases to generate reports and present such reports in a way that non-technical personnel in leadership can understand the data to make informed decisions.
The DBA/SD shall design, develop, install, patch, update, and test software/web applications used for the collection, storage, and management of bridge inspection data.
Responsibilities:
- Maintain, update, and create new custom tools and scripts. These scripts and tools facilitate tabular and spatial workflows through all stages of the RIP process such as inventory updates, data collection, post-collection data processing, and reporting.
- Support the development and implementation of mobile applications to collect field data and return collected data to the database system (mobile applications may or may not be custom-built)
- Prepare final deliverables in formats required by FHWA (e.g. EFLHD Pavement Management System) and external Partners. This may include the development of web applications or websites to view and distribute final reports and other data.
- Assist the DBA in managing data by the program’s data QC plan and protocols.
- Utilize GIS knowledge and skills to manage spatial components of the data.
- Provide support to the DBA and Project Managers to facilitate highly efficient workflows
- Apply Agile or similar project management methodologies for project development.
- Project Management: Apply Agile or similar project management methodologies for project development.
- Database Management, Development, and Testing: Manage large datasets using database systems such as Microsoft Access, Oracle, Microsoft SQL, and ESRI products.
- Manage spatial (GIS) database administration, development, planning, and support.
- Exporting/importing data to/from RIP databases, whether this is on a regularly scheduled basis or by special request.
- Manage data transactions with file logs and archive historical data.
- Ensure data integrity for each database that meets the organization’s requirements by creating and maintaining
- referential integrity according to agreed-upon definitions.
- Review and test the functionality and accuracy of the database to support all data elements. This may include testing on triggers/constraints, packages for database access, refining SQL statements, optimizing performance, and creating/maintaining necessary database objects.
- Ensure that proper compatibility and testing are completed before making any changes to the existing production environment.
- Create and manage accounts to access the databases and track changes done by the users.
- Performance Management (for DBA position only): Monitor and review performance variables for the database system to support the IT Team (such as disk and network Input/Output, CPU utilization, paging rates, and database cache hit ratios, checking for contention, unbalanced index growth, and other performance related events).
- Space Management: Monitor the components of the database system’s space management, such as disk space capacity, swap space available, objects reaching maximum extents, and amount of free space. They shall advise IT Team when disk space is reaching capacity and verify the completeness of the RIP data.
- Data Integrity and Quality Control (QC): Perform quality control on large datasets (including spatial GIS datasets) created by themselves or obtained from others. Assist with database QC of the total database structure for the RIP via the MS Access and SDE/Oracle formats. Creating, updating, and removing protocols (tests) to ensure a complete and accurate database. Spatial data QC will be required using ESRI Products and using any proprietary software and they will be responsible for
- creating and updating protocols (tests) to ensure a complete and accurate spatial database.
- File Management / Change Management: Create and implement a backup and recovery strategy for the databases.
- Monitor the components of the database systems and other files related to the database and data within
- Maintaining a change management system and tracking versioning. This is critically important to maintaining historical records of script and database development for knowledge transfer and process tracking.
- Fault Management: Monitoring the database system and an alert will trigger when specific types of events occur, such as when the database is down, new alerts have been written to log files, and when users are unable to connect to the database.
- Object Management: Handling all aspects of managing objects within the database. This includes the creation of new objects, granting privileges on all objects, managing space usage of each object, creating database links when needed, and performing database reorganizations as needed.
- Security Management: Creating and maintaining database users, roles, and profiles. All work will be performed based on the organization’s requirements.
- Maintaining the database backup and recovery plans.
- Assuring systems meet FHWA security requirements.
- Resource Management: Checking the utilization of the system against the database parameters for such events as user limits, process limits, lock limits, and data file limits, as needed.
- Capacity Planning: Collecting performance data over some time, enabling him to analyze the data for both diagnosis of problems and planning for the future. All diagnostic recommendations and modifications will be implemented based on the organization’s licensing and support requirements.
- System Performance Tuning and Capacity Planning: Monitoring and adjusting database parameters to improve database performance, in addition to analyzing potential resource bottlenecks. The DBA will work to analyze the situation, provide detailed recommendations, work towards resolving performance issues, and assist in planning for future growth.
- Data Migration: Migrating or transferring data from various database Industry Partners into Microsoft Access or Oracle.
- Migrate field data from tablet-based mobile data collection and mapping applications and programs into Microsoft Access or Oracle.
- Migrate data from other data collection systems such as a pavement data collection vehicle.
- Database Documentation Management: Maintaining and creating new schema, entity diagrams, data models, data dictionaries, business flow, and other database-related documents and procedures.
- Database User Support: Providing support and troubleshooting for users of database systems. All requests for assistance including resolution details will be properly logged into the DOT help desk system.
- Report Development and Data Distribution: Development of report templates for spatial and tabular data, report quality control, and the management and preparation for the final delivery of data and images.
- Creating and maintaining report templates using Crystal Reports ArcGIS (data-driven pages), Power BI, and other reporting software.
- Creating web applications or websites to host and distribute finalized RIP data to FHWA and external Partners.
- Data Analysis: Researching, compiling, and evaluating raw roadway inventory data so that useful information can be extracted. The main sources of the data are the RIP and FLH partner databases.
- Travel & Training: Limited travel may be required to observe field procedures to strengthen the DBA’s understanding of data and data collection procedures. Travel may be required for team meetings and stakeholder meetings as well as for training.
