DescriptionPinnacle Software Consulting Inc, (DBA PSCI-LIA) is seeking a Program Manager/.NET Developer in Annapolis, MD who leads the planning and execution of customer's secure database modernization project while also contributing directly to system development. This hybrid role combines project oversight-such as requirements gathering, workflow mapping, and stakeholder coordination-with hands-on development of secure, offline-compatible features using .NET/C#.
Key Responsibilities:- Lead the planning, coordination, and execution of the ACP database modernization project.
- Manage project timelines, deliverables, and stakeholder communications across all phases.
- Oversee requirements gathering, workflow mapping, and technical stack confirmation.
- Design and develop secure, offline-compatible user interfaces using .NET Framework or .NET 6/7+ and C#.
- Implement reporting tools, role-based access control, and assistant management modules.
- Ensure compliance with ADA standards, data integrity protocols, and security frameworks (e.g., AES-256 encryption).
- Collaborate with cross-functional teams including UX designers, QA leads, and reporting specialists.
- Support testing, deployment, and post-deployment warranty activities.
Qualifications:- Proven experience in program or technical project management within secure IT environments.
- Strong development skills in .NET/C#, SQL Server, and offline application architecture.
- Familiarity with RDLC, ClosedXML, and PDFSharp for reporting and document generation.
- Knowledge of role-based access control, ADA-compliant UI design, and secure file handling.
