Job Title: C# / .NET Developer

Position Overview
We are seeking an experienced C# / .NET Developer to support a large-scale modernization effort aimed at transitioning legacy applications—including PEN, Microsoft Access, and mainframe systems—to a modern, integrated platform known as Gold Key. This role is critical to streamlining regulatory processes related to paving, drainage, and building permits while ensuring compliance with local environmental and preservation standards.
The ideal candidate will have hands-on experience with legacy system migrations, back-end and front-end development, and workflow automation. A strong understanding of C#, .NET technologies, Oracle/SQL databases, and integration with Windows and web services is essential.
Key Responsibilities
- Lead the migration of legacy systems to the Gold Key platform, ensuring data integrity and validation throughout.
- Integrate Impervious Surface Review processes into Paving and Drainage workflows.
- Automate and enhance features for Building Permit processing, including workload assignment tools.
- Design and develop secure and scalable applications using C#, .NET Framework, and MVC architecture.
- Develop and consume RESTful/SOAP APIs to support Windows and web service integration.
- Write optimized PL/SQL and Oracle queries, stored procedures, and functions.
- Build SSIS packages for data transformation and SSRS reports for operational insights.
- Implement automated workflows for customer-facing services such as online submissions, invoice management, and payment processing.
- Ensure applications align with compliance requirements related to impervious surfaces, environmental preservation, historical sites, and sewer extension permitting.
- Collaborate closely with county analysts, internal technical teams, and third-party vendors to meet business and regulatory needs.
Mandatory Qualifications
- C# / .NET Framework – Proficiency in object-oriented programming, debugging, and writing maintainable code.
- JavaScript & jQuery – Strong knowledge of client-side scripting, asynchronous operations, and dynamic interfaces.
- Oracle & SQL (PL/SQL) – Skilled in writing efficient queries, data modeling, and performance tuning.
- MVC Framework – Proven experience implementing solutions using the Model-View-Controller pattern.
- Windows & Web Services (RESTful/SOAP APIs) – Experience developing and integrating secure, service-based applications.
- SSIS & SSRS – Expertise in ETL processes and report generation for business intelligence and operational reporting.
- Legacy System Modernization – Hands-on experience replacing or integrating outdated platforms.
- Project and Process Automation – Ability to automate business workflows and integrate with ECM systems.
- Compliance Integration – Familiarity with regulatory requirements related to environmental and municipal permitting.
- Communication Skills – Excellent collaboration, documentation, and problem-solving skills in cross-functional environments.
Desirable Skills
- Previous experience working with government agencies or on public sector modernization projects.
- Familiarity with Enterprise Content Management (ECM) systems and integration best practices.
